The label is adhered to the inside of the cap of a telescoping metal slider. The slider is a common "VEST POCKET CUP", many examples of which exist, but this is the first example of one with advertising.

Royal Eagle Distilleries listed in San Francisco from 1894-1901, then in Cincinnati, OH. from 1903-1913.
